And while the staff may just be relieved to purge the toxic tension that had been developing inside the Ministry - there are some who say that the PM didn't go far enough in appointing a new minister - that he should have brought in a professional through the senate - a doctor to navigate the pandemic.
Bernard says he's a manager and that is sufficient:

"Thats not necessarily mean that the minister of health has to a doctor and I have my own reasons for that. I think that the minister of health and any minister that leads this ministry should be someone that has the administrative capacity, you leave the technical work to technical people and that's why the CEO and the head of units, these are the doctors, these are the persons that know the profession. These are the people that will guide. While the criticism may be oh the minister is not a doctor. I have had the experience managing a town for 3 years, I've had experience in many areas, but trust me, I am here committed to work for the best interest of this ministry."
