And while there is robust debate over the constitutional amendments in Belize, Guatemala’s Congress will soon be grappling with an issue that may also polarize that society. Today’s Guardian reports that the Guatemalan government has submitted the special agreement to its congress. It has been approved by the constitutional and foreign affairs committees in that country. It will be submitted to the full congress for consideration when it meets in August.

Belize’s government has given no timeline of when it will submit it to the House of Representatives. Under the special agreement signed in November in Washington – both Belize and Guatemala have to hold referenda on the same day – asking voters in both countries if they agree to take the territorial dispute to the ICJ.
