
A senior official representing Belize in Canada is tonight caught in the middle of a domestic incident that's quickly becoming a diplomatic embarrassment.
Kennedy Carrillo, Belize's State Representative to the International Civil Aviation Organization (ICAO), is at the center of a Canadian investigation following allegations of a domestic dispute with her partner.
7News learned yesterday that police in Montreal responded to a domestic dispute where Carrillo was identified as the alleged aggressor.
That triggered contact with the Ministry of Foreign Affairs in Belize because Carrillo has some level of diplomatic immunity.
In a statement issued today, the Foreign Ministry confirmed that it received a diplomatic request from the Embassy of Canada in Guatemala seeking a limited waiver of Carrillo's diplomatic immunity to allow Canadian authorities to proceed with their investigation. The Ministry said it carefully reviewed the request before granting the limited waiver through a diplomatic note, while also conducting checks to ensure the safety and security of all parties involved. A statement emphasizes that the Ministry will continue to cooperate fully with Canadian authorities as the investigation progresses. Carrillo, a former CEO in the Ministry of Blue Economy and Civil Aviation, has served as Belize's Permanent Representative to the ICAO Council since 2025.
