And one of the subjects that the US deputy secretary was likely to have asked about in his bilateral meeting with Fonseca is the 90 day state of emergency to suppress gang activity.

It's the longest SOE this government has deployed and its' raised even more eyebrows because a 13 year old child is one of the detainees. We asked Fonseca about it today and - without being specific - he said that it is being resolved:

"That was brought to my attention I think maybe a week or so ago I know that the Ministry of Human Development I think had been looking into it and you know as far as I am aware based on the briefing we received I think that issue has been resolved the 13 year old, there were some difficulties and challenges there, but my understanding is the ministry of human development intervened to make sure that young people will be taken out of the prison environment and put in some other facility or some other space that was obviously more suitable. We should not have young people at that age in any prison environment."

And while Fonseca was not specific, we take his words to mean that the child has been taken out of the general population at the prison - but we have confirmed he is still in the Wagner Youth Facility and participates in the bi weekly mediation sessions at the prison.
