How Slow Can You Go?

The Public Service Union instituted a work to rule today, its leadership angry because government has embarked on a wage freeze denying increments to workers. It used to be that those increments were automatic, but government has been saying that it wants to institute a true meritocracy, where only those who earn an increment will get it.
Today in Punta Gorda, the Prime Minister elaborated on that Position.

“I see that they are some leaders in these unions that are using these issues for their own political agenda, and I find that most unfortunate.”
Alfonso Noble,
“However as regards the increment freeze, they are not going to be getting their promised increments this year.”
Rt. Hon. Said Musa, Prime Minister
“Well there was no promise of increments. What we've said is that we need to put in place a system based on meritocracy, based on performance. Instead of them sitting down with us and working out that performance system, they prefer to just...first they said they were going to court, but it seems they were advised that would be a waste of time, so now they are threatening go slow, and what have you. I think the important thing is for them that the Government is as anxious as they are to put in place a proper performance-based incremental system. Once we have that in place, as early as next year this thing can be implemented.”

“They may be calling that delay tactics, in terms of you serving your agenda and not giving them promised raises.”
Rt. Hon. Said Musa, Prime Minister
“I have not been evasive about that, you are getting your 5 and 8% salary increase but this year, the government cannot afford to pay another 5% incremental increase.”
_There is no confirmed report of what success if any the PSU work-to- rule is having. The Belize Communication Workers Union also launched its own go slow today - after three days of a work to rule.
The communication workers have an issue with government and the Social Security Board financing the investment in BTL by Sunshine Limited - which the union claims is an Ashcroft company.
