"Permission denied" - that's what Appeals Court judge Manuel Sosa told the attorney for the Belize Bank Andrew Marshalleck yesterday. Marshalleck was applying for leave to appeal to the Privy Council. It's the case of the Association of Concerned Belizeans versus the Government of Belize where the Belize Bank is an interested party. The ACB claims that the Prime Minister had no legal authority to sign an open guarantee for Universal Health Services.
The bank had appealed a ruling on procedure made by Supreme Court Judge Michelle Arana. It lost that case in October when it was argued before the Court of Appeals. And now it wanted to take it to the Privy Council. So with the passage to the Privy Council now blocked, it's not yet clear where the bank will go next. It may still be able to make another application to the full Court of Appeal when it returns in March.
