On Friday the "Special Report on the Issuance of National Land Lease and Titles in the Ministry of Natural Resources and the Environment between September 2007 and February of 2008" was tabled in the house.

It is a compelling study because it lays bare the reckless disregard for procedure and policy that ruled at the ministry of natural resources in those furious months leading up to the election.

Over a thousand land applications were more than fast-tracked, they wer peut on a bullet train! In fact in some cases, applications were approved by the minister a week before the applications were made!

Crazy, and even more so futile, because despite all that hyper-processing - in many cases for regular folks - it probably didn't even win the PUP more than a few votes, because, in politics, sometimes you just can't win for losing....

And while those regular folks may not have been impressed, the special interests who got their land papers hyper-processed are a study unto themselves.

Tonight Jules Vasquez looks at one special case.

The auditor observed that quote, "during the audit exercise it was observed that names of particular individuals and companies kept resurfacing and were approved sale of government land in several instances"

These names fill three pages. Particularly outstanding is William Lindo, known as Bill Lindo, his companies and his children.

It starts with Stephanie Lindo, his daughter, 50 acres at Frank's Eddy, then a lot in Belama Phase 4, then another 50 acres in Frank's Eddy for Sharon Lindo, then another Lot in Belama Phase four for Sharon.

Bill himself is here for 50 acres in Frank's Eddy, and then another 346 acres in Frank's Eddy, and then his company Lake I development another 332 acres in Frank's Eddy - the company again, another 308 acres, this one in Sapodilla Lagoon, and then 98 acres at South Rider's Caye, another 87 acres at South Rider's Caye, 10 acres at Sebastian Ridge for his son William A Lindo, who also got 76 acres along the coastal road, 50 acres at Poor Man's Rest, and a lot in Caribbean shores.

That's a total of somewhere in excess of 1,500 acres, around two and a half square miles - and all the transactions were between October and 2007 and February 2008 a- number of them approved for lease before a survey was done.

The auditor general concludes, "it was evident that internal controls were either absent or ignored and land transactions were process without regard for establish practices.

Many have been asking us to post the entire thing, but the 419 page report has not been released electronically.
