As we said, tomorrow, the PUP will have its say when it hosts a press conference at the Biltmore.
We don't expect that senior deputies Mark Espat and Cordel Hyde will be there. The pair supported the re-nationalization in a bold press release last Friday and in what has to be a first; Prime Minister Barrow yesterday told us that indeed their suggestions helped him form one of the most important initiatives in the legislation: the idea to change the constitution so no foreign interest can own controlling interest in a utility:

"We believe philosophically, as a matter of policy, that the utilities should be owned in the majority by Government. We have to change the Constitution to ensure what Messrs. Hyde and Espat pointed to, that the fact that when you put the protections in articles of association - in that have the force of, according to them, by-laws - it is very easy for somebody to come behind and sweep those away. The only manner in which you can put that kind of a policy decision beyond the reach of succeeding governments is if you enshrine it in the Constitution. And we are saying that we are prepared to do that."
