But before we go back to Belmopan, there's one item of minor note that caused house visitors and the media a major headache today. There's now a no wallet rule - and you can call this one "Allan's Law."

The rule is gentlemen cannot take their wallets upstairs in the viewing galleries because UDP die-hard Allan Kelly famously stoned former UDP Area Representative Marcel Cardona in the head with his wallet in July of 2011.

One year later, it's the new house rule: all wallets, keys, compacts, water bottles and handbags have to be left at the door. Later in the day after much protest from the media - the regulation was relaxed on media workers.

Allan Kelly though didn't seem much bothered, he was still bouncing around the house today after serving out a three meeting ban.
