And while he won cross sectoral support for the passage of the United Nations Convention on the Recognition and Enforcement of the Foreign Arbitral Awards - when we met the Senator outside and asked him to put on his Foreign Minister hat, he wasn't exactly in a joyous mood.

We asked him about the so far glacial timetable for naming key diplomatic appointments, and he - repeatedly - referred us to the bigger boss:

Jules Vasquez "Changing the ambassador in Guatemala City from the long serving Alexis Rosado."

Hon. Eamon Courtenay - Senator "The Prime Minister will make his announcement next week."

Jules Vasquez "Is there any appointment for the city councillor Candice Pitts who says she's going to a national appointment? We hear she is going to Taiwan."

Hon. Eamon Courtenay

"Is that the same question?"

Jules Vasquez "It's a different question sir."

Hon. Eamon Courtenay "All ambassadorial appointments will be announced next week by the Prime Minister."

Jules Vasquez "Do we have an ambassador for business and trade?"

Hon. Eamon Courtenay "Anybody else have any other questions?"

Key diplomatic postings which are now vacant are Taiwan, London, New York, Brussels and Washington.
