But what kind of migrants will Belize be getting?
One fear is that Amnesty could open up a criminal and gang-ridden can of worms that would drive up Belize's crime rate.
Jules put that question to Minister Courtenay but he says that there are systems in place to prevent it.

"There is an organization, a security organization for SICA Central America that monitors and registers a huge database of criminals persons who are charged persons who are convicted. Persons who are gang members which we use. We have an immigration officer embedded there and that person. Every single applicant of course not children or minors but every single adult and I think we said fourteen to forty will go through that security check. INTERPOL Central America, Belize Police. So, it's going to be a very rigorous assessment of each application. We are fairly confident that. I can't swear that nobody will slip througth but if there is anybody who slips through it is meant to be you know very minuscule don't forget even if a person slips through we subsequently find out that you were not entitled to permanent residence we're going to cancel it."
The application period begins on August 2nd and ends on November 30th. The processing period then runs from December 1st to May 31st.
