And while most of the council was there, notably missing was Councillor Micah Goodin. That's because, as we've reported, he's doubling as a law student in Barbados while still holding his seat as a Belize City Councillor.
So how is he keeping up with the duties of his council portfolio? The mayor - who's never been a big fan of the councilor who calls himself "rebel Forever" - didn't have any complaints:
Bernard Wagner, Mayor of Belize City

"He's doing well. We congratulate Councilor Goodin, he's been participating in all of our caucuses. We congratulate him and we wish him well. I do believe that all Belizeans should wish a brother well."
Reporter:
"And his responsibilities, have those been delegated to another councilor?"
Bernard Wagner, Mayor of Belize City
"The councilor, when you talk about portfolios, do not do day to day administration of those portfolios, they have managers, they are at the policy level and so participating in the caucus should be able to get the deliverables you want."
