But aside from the emotion, if we focus on just the mechanics of the transaction, the question is - has government paid Kenny Zheng and Anna Zhu 6.9 million dollars for the two parcels of land?

We've seen that they have transferred the land and our sources say the disbursement has been made. But the President of the PSU is not so sure:

Jules Vasquez
"You are familiar with disbursements made from the government. Your office is right at natural resources, I thought. But so explain to me, is it unusual that the government would buy a piece of property for millions of dollars, seven million, in this case, and make a single disbursement?"

Dean Flowers, President - PSU

"Unless it's a corrupt deal, disbursement will be made in one payment. Only when it's corrupt, one disbursement. When government make acquisition, there is normally a contract. And you're paid in instalments, because government never have six point nine million dollars just to issue like that."

"So if in fact, and I, my sources tell me, no Zeng, no Zu, in the system yet. So unless they have paid through a company, I can say that the system is showing that the payment."

Jules Vasquez
"But the transfer has been effective."

Dean Flowers, President - PSU
"The transfer, well, the transfer that I know that has been affected is at UB. And I want to say Dr. Vincent Palacio, I'm extremely disappointed with your luck of emotions on this stinking deal."
