But the deal may not be stinking up the Parliament. Much has been made of the fact that when the Prime Minister presented the loan motion for the 90 million dollars to fund the hospital, he did so saying it would be built on the University grounds - which is what the house approved.

But, it may not be that simple. Here's why:

John Briceno, Prime Minister
"Whereas the purpose of the loan is to assist the government of Belize in financing the construction of a tertiary level hospital on the Belmopan campus of the University of Belize, which also serves as a university hospital for medical education."

Glenfield Dennison, Labour Senator
"But to look at the loan motion itself, I think the government is really pulling wool over our eyes because they did something very clever. They put in the recitals that they would build a hospital on the UB land."

"However, they removed that wording in the resolution. They put that the hospital would be built in Belmopan and nobody said anything then."

Jules Vasquez
"Legislation sleight of hand."

Glenfield Dennison, Labour Senator
"Correct."
