And while many parties - including the Minister of Home Affairs - are calling for an independent investigation - the mechanics of that are not so clear. That's because under the law police have the power to investigate and arrest. Today, Minister Musa discussed that technical hurdle:

"What would an independent investigation look like?"

"It's never been done. And so we have to look at the dynamics of that, because they will have to have access to all that the police have access to. It's not something common. We'd have to look regionally to see what the processes are, how it's appointed, how do they work along with the DPP moving forward. And so these are things hopefully we can sort out in a very quick time, rapid time, so that they can have access to the police information."
