So, that means we only know one investigative finding from the report - and it is that Commissioner of police Richard Rosado has been found blameless in the abduction. Jules Vasquez found that odd and here's why:
Yesterday's Cabinet release discussed a 22 day investigation which concluded that, guess what, there needs to be an investigation - an independent one. But the only finding of fact in the report which was disclosed to the public is that, quote, "the evidence, as disclosed in the Inquiry Report, does not in any way implicate Commissioner of Police, Dr. Richard Rosado".
So, the investigation in that regard has concluded - and now - whatever independent investigator is appointed or whatever mechanism used - the message is clear, there's a firewall around Richard Rosado - nothing to find there - he had no involvement - that is what the investigation concluded. So, since the investigation reached such a critical conclusion, then is the investigation finished?

It seems a very dubious place to start when one considers that the abductee Joseph Budna claims the Commissioner's name was called.

"One of them shouting they say Compol, Compol is calling, and the guy stop again and all directive was given to the driver, so the driver jumped out of the vehicle again, stopped and spoke on phone with the Compol."
Jules Vasquez
"The allegation by Mr. Budna includes a claim that calls were made in the car to the Compol, saying that we have the man, what do you say in response to that?"
Richard Rosado, ComPol

"Like I said, anybody could say anything and if I would get a dollar for each and every rumor that is being made, I would be a millionaire by now. But we are taking all, all reports, we are looking, in fact we are looking, we are following all investigative leads and wherever that leads to the chips will fall where it may."
And, if we go back to the Mahogany Street police station where Constable Barry Flowers - who was on leave - picked up a nine millimeter pistol on August 21st - the day before the abduction - allegations are that the authorization came from a senior officer.
So, who gave him the order?
That is the critical question that remains un-answered.
Today the leader of the opposition said he he should not be allowed to go back:

Tracy Panton, Leader of the Opposition
"And so the commissioner in my view should not be allowed to go back to his office. And I hope that the Belizean people will continue to sound the alarm. So who is going to investigate him when he is in charge of the very department that is tasked in doing the investigation? Who? who is going to ask him questions, who is going to try and garner evidence from him, who?"
