That's what a news blog on Facebook reported earlier in the week.
The PM said that it is up to them what their stipend will be:

"Sir, there's a request being made by the Believe City Council. Councillors be pushing it as well for an increase in their stipends. Can you talk a bit about what has come to you?"
John Briceno, Prime Minister
"That has not come to me. That's a matter for within themselves that they do. It is within the Act, they can decide what stipend they want to pay themselves."
Reporter
"Do you have any say on the salaries for mayors across the country?"
John Briceno, Prime Minister
"No, we don't. But obviously, if it's something that's totally out of line, we will call their attention and try to bring them into line."
