And though Espat came out against the northern caucus's statement, what about party Chairman Henry Charles Usher? When he was asked today, he didn't agree or disagree - he said it was up to the individual caucuses to make statements if they chose to do so.

"I think that we have already answered that question numerous times Paul, we are allowing the consultation process to go through and then Cabinets position will be made public."

"Is the northern caucus politicizing this issue?"
Henry Charles Usher, Minister of the Public Service
"The northern caucus is a democratic part of our party if they intend or wanted to make a statement that is their prerogative."

"And you have no issues with that?"
Henry Charles Usher, Minister of the Public Service
"I think it is important that everybody here hears all of the sides to this particular issue and that is what we are doing in terms of the Caucus level."

"Can we expect the central Caucus to also issue a statement?"

"We have already had meetings with the other Caucuses and I know some of those meetings. Some very tough questions were asked of the BTL representatives and I think everything was ventilated and made sure that the people understand the issue."

"Does your position align with the northern Caucus in terms of the BTL?"

"And then Minister Espat says he would recuse himself in essence from putting out a statement along the western Caucus would you do the same?"

"I think it is important that the Caucuses meet and they get an opportunity to ask their questions and to hear the presentation, now whether a statement or not goes out that is up to the caucus."
