The 33 million dollars was granted 2 years ago, when the project was first approved and since then construction costs have fluctuated. We asked Perez whether the contractor may have failed in providing an estimate without considering cost changes that would take place in the duration of the time it would take to build the hospital. He says no.

"Would you say that it is a failure of the contractor or just the current cost of construction? Given that an accurate estimate wasn't provided for what the hospital would have essentially costed not taking int consideration the floatation in prices, labor all of that?"

"Jomarie, I think that is not a right question to ask there is no failure here remember that this happens right now with the drastic increase of prices and just everything did not happen over the price of time of course the cost is rising but with the wars developing in the Middle East and of course the Ukraine war just triggered it to spike immediately that is not in the project nobody not even with the contract and other projects as well so to say that it is a failure on the contractor or the government I want to shoot that down, that it is not fair to say so."
