And even though he signed the statement, after the walkout, Louis Wade sat alone in the second row, the only independent senator not to join. As he rose to speak on the Caribbean Community (Free Movement and Contingent Rights) Bill, he began his statement by explaining why he didn't join his colleagues:

"Philosophically, I believe that leaders have a responsibility to speak on every matter as they arise."
"And I do intend at the proper time and in the proper circumstances to speak on the matter of the acquisition or the pending or the proposed or the voted on or the process."
"What is before us is, of course, the Caribbean Community Amendment Act, and we just came out of the information session."
"But even if unrecorded or struck from record, I stand to lose more than anyone in this chamber, whether present or absent, from what the government seeks to do in recreating a monopoly in communications."
"And so, at the proper time, what shall be done may even be more effective than walking out. But for now, the people's business must precede mine."
