
But Pollard says all the runs were approved - and if they weren't, he wouldn't have been permitted to pay for them. And he paid one month ago, but says he got the letter to cease and desist just yesterday - which is more than 40 days later. He explained to us via phone his side of the story.

"I paid for it, because I didn't receive the certificate, but I was informed from Belmopan that all my application has been approved. So I asked for them to send me what I need to pay. The numbers of all the permits were sent to Mr. in Belize City who is the senior transport officer from Belmopan. I called Mr., I tell him, Mr., you could tell me what the total amount. He was already leaving his office, that was on a Thursday evening."
"So he said, he was already coming his office, but he said I just want to tell you the amount. He said, I'm coming tomorrow and deal with it. He said, for the 3 permit, it is $2,400. I said, I'll see you tomorrow morning."
"The Friday morning I went in, Mr. took one of the things that you jot down notes with, pink and write down the information, he said, take this to the cashier and pay for your permits. He said, you gone clear now."

"I believe, to the best of my knowledge, being a person who was a transport officer, I had the opportunity of running Belmopan and the Belize City and the San Pedro, Mr. Chester needs to understand one thing, why do they issue a permit number, collected for it and now are saying that I got no permit. I do not have the certificate, but the permit was paid for, and once you pay for a permit, you are free to go."
"So I don't understand, Jules, what is the situation. Because if you tell me, pollard, come and pay for 3 dishes of food here, is it because the food are there for me, right?"
