That position to not impose a state of emergency was verbalised two hours before the 4:00 pm murder Lynroy Longsworth.
He was the city's four murder victim in less than 48 hours.
The second was 45-year-old Floyd Carter - who was gunned down on the canal side. Carter had recently moved from Hattieville to the city and lost his life when a gunman shot him with the bullet that - police say - was meant for his son. Cherisse Halsall has more:
It's the murder that happened in the shadow of Kick of Down Fence - causing chaos on West Collet Canal - 45-year-old Floyd Carter had been gunned down - shot on West Collet Canal just at dusk.
This morning his mother Claudette, who chose to appear off camera told us she never thought she'd be one of the mothers to lose a child to gun violence.

"I couldn't believe that me, Claudette Dominguez would be standing here feeling the pain of other mothers right now ok but whoever did it may god be with your soul, we want no revenge and I just want to lay my soul to rest when the time has come."

"Ma'am, I understand that your granddaughter was on the scene immediately after it happened. What did she tell you about what she learned about how it transpired?"

"I don't, I didn't talk to My granddaughter because my grandaughter when I reached the hospital from here in Hattieville, my granddaughter they were in tears, his daughters the other one was passing out, I was all mein, I couldn't take it I was all crying crying when I went there and saw my son because when I got the call they didn't tell me that he was dead I thought it was just a wound or something you know but we didn't have any talk. I want you people out there to know that my son wasn't never, ever a gang member nor affiliated with any kind of gang."
And while the family disclaims any gang involvement, the cops say they already have a suspect:

"From our investigation Mr. Carter was not the intended target it was his son, but they couldn't find the son so they took out the father which again is very stupid and it goes to show the extent to which these gang members are going, when they can't find who they want they just take out anybody else, that cannot be countenanced."
"We believe that Mr. Carter is a retaliation for a murder that took place in Hattieville some while back, we have the suspect for that murder in custody and we're hoping that we'll be able to gather evidence against that person so that he can be charged."
But all the police work in the work won't bring this son back to his mother. Claudette Dominguez says she's forgiven his killer and that she wants that person to know that despite it all they are loved.

"They chance my son out of his life, they took his life, but my son was this hard-working, caring, dedicated, loving person to his children's mother and his family. He likes to…. he was a fun person, loved to run jokes, he never once, he wasn't a gambler, he didn't smoke weed, he didn't smoke drugs. He was a, he liked to go hunting and he was an adventurous person. That's how I know my son but whosoever did this to my son I want them to know, please you don't know what you've taken away from us, we are mourning right now."
"Be pleased with yourself whoever did it and I love you, you did something that has torn my heart out right now. I don't know how I will get through this but with God's help I will."
