"We've seen a video fo teh cayucos, the one from September on te move again. Are they being returned to their owners as a part of some political mandate?"

"It is not a part of no political, but the fact that have no legal authority to hold them longer that we have held them. So the directive was given by myself to return the canoes to their owners and we will continue to monitor these persons and their canoes and if it is that they are engaged or uses these canoes again to engage in contra-banding then we are going to go after them again."
