Tonight, the police department is getting ready to prosecute 2 of their own for the case of police excess which hit the evening news at the beginning of the month, before the controversial killing of Laddie Gillett.
That's the incident where a civilian secretly captured 2 police officers on cellphone video while they were brutalizing an unarmed man who was in handcuffs. In the video, the victim did not appear to be fully conscious, but one of the officers was seen delivering a few gratuitous kicks to his body.
That victim has since been identified as David Thomas Small, and police say that he filed a report alleging that 2 police officers assaulted him while he was in handcuffs. Today, 16 days after his official report, they have jointly arrested and charged 32-year-old Wilton Justin Montero and 41-year-old Jerome Emmanuel Ingram, who are both serving police officers from Santa Elena Town. They will face 1 count of harm in the Magistrate's Court, and according to the police spokesperson, they will also be charged internally for this incident.
