According to police, the only thing different about this SOE is how it is being implemented by law enforcement. Deputy Commissioner Bart Jones gave a breakdown on the Statutory Instrument 50.

"Statutory instrument #50 is following from the proclamation which is statutory instrument #49, 50 sets out the regulations that governs the implementation of that proclamation so it gives life if you will to the proclamation and how we are suppose to do or execute the state of emergency. It is no different or it is substantially different from the other regulations that had accompanied previous states of emergency but what we are going to see differently is based on prior intelligence persons will be detained and questioned and I the need arises where for them to be detained beyond the normal questioning then detention ion orders will be issued ins respect to them so it is not a card blanched or will not be operated as a card blanched hold cell detention of persons but based on intelligence, based on interviews, based on current investigation. Many of the persons who are currently detained are not only in relation to gang offenses but are also suspects in some of the recent and earlier this year shooting incidents and murders so it is more targeted more focused than we have done it before."
