Compol Rosado told the press what the public can expect on the ground as the SOE plays out over the next 30 days:

"Our recommendations for the state of emergency was made based on an intelligence analysis and our assessment on the ground and based on that several areas of concerns were included in the state of emergency. After an assessment was done 9 individuals were included in the state of emergency where detention was signed."

"What can people on the ground expect?"

"Well our operational plan continues to be in effect we have made some adjustments to our operational plan or enhanced our operational plan on the ground to improve the safety of the residents but I can assure the law abiding citizens that they have nothing to worry about in reference to the state of emergency as the state of emergency is targeted and it is specific to certain individuals and it does not affect the law abiding citizen in any way."

"How can you assure the public that law abiding citizens will not get caught up in this state of emergency? What are we relying on to ensure the?"

"Well we had our initial assessment, our initial discussion with our commander, my deputy and our legal advisors to discuss how we would implement that and Mr Jones his office will be issuing guidance in terms of which units specifically will be tasked to enforce the state of emergency regulations and that is the GI3 specifically so the regular units or the uniform units will not specific or directly engaged in the implementation of the state of emergency."
