And the project is one foe the Briceno administration to proudly claim - because. - so to speak - it's in their cultural wheelhouse.
And if you ask why now, and not, for example, during a UDP administration, Fonseca discussed the PUP cultural cachet:

"You know I really want to pay tribute and certainly in terms of my own consciousness and development in terms of this area of culture and music we pay tribute to people like Said Musa you know of course NICH was started under the peoples united party government, Said, Assad, people who I still talk to an engage with on these matters and of course his son Yasser Musa who has been really at the center of cultural work in Belize for the last 30 years or so. Who has been a good friend of mine a good advisor a source of being able to engage with him and bounce things off him. so I think for me that's the foundation of peoples party's commitment, Culture and I think that is reflected in our work so I feel very strongly about culture and music and I think you know that is the reality of it that the opposition has a different perspective on culture and music, I am not about bashing them about upliftment positivity. It's a great project for the entire country so we are absolutely committed to making this project work and as I said critical component is connecting to the future, connecting our music, the musical past the musical history to future for future generations."
