Caliz says that they believe they can get their money through a supplementary.
So along with this ultimatum, they have also set a deadline: either get paid by December 31st, or they ride at dawn!:

"The question asked of Chief Gongora will our teachers be able to get their increment and allowances before the end of the year like directly when will they get it when? She didn't answer the question and she couldn't answer the question so we asked, can there be a supplemental? She said she would look into it. We haven't heard anything about that. Whether or not there will be a supplemental nothing but we do know that our brothers and sisters in the public service they don't go through this and teachers should not be going through this."
"For me I don't want them to act to avoid a demonstration. I want them to act because it is the right thing to do."
"Our membership voted for the 31st of December for All increments and Allowances to be paid and that can be done through a supplemental and they believe it can be done and they want it. Remember increments for the majority of them could have been paid on the 30th of September."
