And given how much we have seen the sargassum impact hoteliers and other tourism stakeholders, why has it not been declared a national emergency? Here's how Perez answered that.

"What difference will it make? What difference will it? In terms of funding, yes, but you know, we are going to different seasons and we weigh it out. I would love to support that. But at this point in time, we are dealing with it. The funding is something that there's hurricane season coming up. We have to be very careful, El Nino. So we have to be prudent."
