
And so, now, on to the document. Well, like we said, it's 94 pages long and we're only at page 40.
But - while there are no acts of criminal wrongdoing - there certainly appears to be ample evidence of maladministration.
A few of the major findings of the audit, which we've reviewed so far, show that the Hospital overpaid a foreign supplier, Skilled Solution, $17,098 for medical equipment which was never delivered.
And then they paid Skilled Solutions for other items totaling $10,300.00 that were never received by the institution.
In both cases the KHMH received "Letters of Credit" from Skilled Solutions to settle the difference, but the auditor could not determine what the status of these letters was.
And then, staying on the matter of Skilled Solutions, KHMH purchased items from Skilled Solutions which the auditors could not find in Inventory.
An example of this is when the KHMH purchased 1,250 blood supply items totaling $22,500.00 from Skilled Solutions. Payment was made through Belize Bank cheque number 4211 dated 18/08/2010. But the auditors were unable to find any evidence of the supplies recorded in KHMH records.
The auditor concludes, quote, "As a result of the lack of supporting documents, we were unable to confirm that the items were actually received and taken on inventory charge."
