Monday was the day police officers either had to show up with a record of their COVID 19 vaccine, or a negative COVID test, or be sent home and marked absent - eventually leading to disciplinary charges.
And there's been a lot of pushback - with many officers being openly defiant - and the Police Association asking the Minister of Home Affairs to grant an extension - the kind he had publicly supported.
But, amidst all that friction - one formation has gone in the opposite direction. In eastern Division Region 4, almost 99% of the 113 officers have taking at leats one shot of the vaccine.
Today, we asked the officer commanding Chris Noble to explain - and he told us it's influenced by their experience on the island - where in august of last year, he had more than half of his 113 officers sick with COVID - and many of them had a rough time:

"So we saw what covid would have done to us and it tore us to bits. I had the conversation with the commissioner, he can tell you. We spoke daily more than once a day. I mean we were lockdown on an island. An officer had to intubated, we had to get a flight out of there, got him a flight and we couldn't leave and his family couldn't go see him. His story is basically that my body hasn't been the same. He is now walking, he is up and about, but he was one of the persons intubated and when he spoke to some of the persons, then the person decided otherwise. So. I'm lucky that the people in division 4 choose to do it that way."

"As at right now, what percentage, what number of your officers have taken at least one vaccination jab?"

"98.5% or something."

"So 99%?"
Supt. Chris Noble, OC, Region Four
"We are close."
Reporter
"So you have 3-4 holdouts then?"
Supt. Chris Noble, OC, Region Four
"Two; one that will come to work with his negative result, he said that and the other that is on vacation."

"So as far as you know you have one hold out. So what's the tool you have used to get them? did you beat them, did you force them, did you say if you don't do this, I'll give you the ticket?"

"Well, the law is the law and as enforcers you know that you can enforce upon your very own, was explained and we got cooperation. Now, if you are a doubter, and admittedly so I was one of them, but you can't be the person that decides I won't be and then be the person that may have done something to somebody else. Covid is real, it's here, you could never tell."
"When the naysayers or the persons that were doubting started hearing the stories, I think that was what made them do what they did. The leadership style is easy, because as the person in charge I say this is what the law requires, But there is no need for us to go there if you can properly explain to somebody. I know of an officer that said nobody will make me. But he has now come onboard and not only onboard where it's for covid purpose, he is saying I understand the way you lead, but everybody won't be Chris Noble, but everybody style has to be where your subordinates understand you."

"You have a thing called soft power that some people employ a strategy and we know that in the police department you remember Mr. Crispin Jeffries use to say brute force and ignorance is a prevailing factor."

"That is a big stick approach."

"Are you using in your management both of crime and of your officers, are you using a type of soft power on them?"
Supt. Chris Noble, OC, Region Four
"Its not soft power. My role is to ensure that they are okay. I make the best attempt to do that. So if I making an attempt to make sure you are alright, then it becomes reciprocal. They are my colleagues at work, they are the people that have made San Pedro one homicide, they are the people that made San Pedro toned down to some extent. It wasn't out of hand and out of whack, but we had issues. We are not seeing the amount of issues and like I said before bad people don't exist, its good people that makes bad choices."
