A spokesperson for his office explains that because he was on vacation - the PM had not been in regular contact with Hill until Monday morning. Hill went for his test on Tuesday morning, then immediately went on sick leave when the result came back positive. And that limited exposure to Hill, plus negative PCR and Rapid Tests, is what cleared the PM to come out of isolation.
