A once in a generation event brought on by a psychoactive drug in disguise, Eck says that the worst of it came from the fact that each of these patients were unknowingly and unwillingly experiencing their first high:

"One the effect of a drug is dependent on the size of the person as well as the dosage that they take, and lastly on your tolerance on the tolerance of your system to a drug. Remember these kids are new to it this is a novel to their system, it is unknown to their system and so it's processed absorbed, and digested very quickly into their bloodstream at a very rapid rate and some of them did not eat before taking it and because of that it had a rapid effect and because of their small statue and low body weight it had a much more marked effect. The end game to this would have been respiratory depression. It actually could stop you from breathing at a very very high rate, high dosage and thankfully none of the kids reach that level."
