And while UB is working on its registration issues, they've accepted their fate as it relates to the tertiary hospital that was originally designated for their campus. As we told you, the plan was for it to be a teaching hospital that would go hand in hand with the university's Medical School. But the government changed the location of the hospital, citing infrastructural and accessibility issues.

But the new location doesn't come free - or cheap. It's upwards of 6 million dollars, and the Minister of Health explained that it was a decision taken by the Ministry of Economic Development. So we asked the former CEO his thoughts on the additional dollars spent, when UB's campus would've been free.

"The main thing with investments is that you have to look at empirical data and scientific studies."

"That's the reason you have feasibility studies, that's the reason you have experts to guide you and I am sure that the Ministry of Health has received all these studies and recommendations from the expert so it's important to be objective when you look at these things. Why? Because in Spanish we have a saying, lo que comienza bien termina bien, whatever you do good from the beginning, it ends well and so it's important that when we do big investments, that it's done well from the beginning."
