In such a case, the solution would be to balance and even out the number of nurses and medical professionals at each public healthcare facility. But with the recent one-year pause on transfers, would the ministry still be able to make these accommodations? Sabido says that it depends on the case and how urgently a transfer is needed.

"It will affect our ministry in a certain extent but I think there is still leeway for us to transfer people based on exigencies. You might have some areas that have too many nurses, you might have some areas that have too many - I don't want to use too many - but have more nurses or more laboratory technicians for example. And then you have areas that may need. So you just have to make the case for these things."
