And while Dr Manza finds himself on the punitive side of Plan Belize, the CEO in the Ministry of Health, Deysi Mendez is also reported to be on the out's with Chebat.
And, yesterday, the Public Service Union produced an excerpt of a November 5th internal Note from the Desk of the Minister of Health & Wellness to CEO Mendez. The note is quoted as saying, quote, "Kindly note that as of today, the 5th of November 2021, No PO'S, No Invoices, No Contracts, No Agreements, No Payments, in excess of $3,500.00 is to be made without my express prior consent". That's a hard directive to make, considering the CEO is the Accounting Officer of her Ministry!
Today via zoom we spoke to the president of the PSU and he said that it's a bogus and suspect directive:
Dean Flowers - President, PSU
"The note from the desk of the Minister of Health to the CEO is not worth the paper it is written on. To suggest a couple things, one the minister believe he can usurp his priority over the CEO who is the accounting officer, this is where our AO and our FO need to step up and stop being minions and puppets to these individuals who come and do nothing but stray from good governance, stray from how the public service is suppose to work. The minister should not be even concerned with who the get paid and what amount is getting paid."
The leak of the memo in itself is noteworthy since such directives are usually sent from confidential files.
