And turning back now to our headline story, the "outrage over the edibles", we have more of our conversation with the police minister, Kareem Musa.

It's been tough going for the department in recent weeks with scandal after scandal coming at them.

We asked the Minister if there is a level of major breakdown in command and authority that is leading to this:

Jules Vasquez
"Minister, is this indicative of a level of institutional breakdown in the department and I don't want to put dramatic a word, but a kind of rot that sets in when everybody just says mein, just do what you want. We see so much rogue activity that any outsider seeing this would conclude that obviously there is a breakdown in the command structure. It may not be directly the fault of the commanders, but it may be that morale is so low or there is such a high level of indiscipline that officers or civilian staff even may just say mein, we wah do weh we want. Isn't this indicative of that, sir?"

Kareem Musa, Minister of Home Affairs
"I would not want to agree with you on that. I think what you are seeing now more than anything else over the last 2 and a half years is a transparency that you in the media are perhaps not use to. We have made it abundantly clear from taking over administration that there is a major culture shift within the department that we have to make. Whether it is abuse, whether it is rogue officers, whether it is corruption, whether its incompetence, we have a very hard-line that we have taken and we have been very transparent with that and so nobody is a sacred cow, it doesn't matter what your title is or what your rank is, nobody is a sacred cow and so if it is that we detect any particular wrongdoing by a police officer, we have been very swift against those officers. So what you are seeing now is that culture shift."

Jules Vasquez
"Obviously it's a point that we could argue about, but when we see things like a police officer as we saw in Orange Walk last week, the Corporal Alpuche, he was arraigned on Thursday, taken to court, criminally charged and then he is working on Saturday. Obviously, there is a level of institutional rot."

Kareem Musa, Minister of Home Affairs
"That particular one, Jules, I don't have the details of that, but if what you are saying is true and you saying up to this day nothing has been done? Because perhaps for that day maybe nothing was done, but after that."

Jules Vasquez
"Well, I don't check at work everyday. I just know that he was called to sign in and he was there in his uniform on Saturday."

Kareem Musa, Minister of Home Affairs
"I will also check up on that one, Jules."
