But, the fact is, the PUP Cabinet did not accept the Definitive Agreement and have sent it back to be re-done. We don't know what cocktail of Cabinet alliances sent it back - and who really brought it into the room - although the Ministry of Finance and Economic Development is named on the Cabinet paper as the one submitting it.
But however it came together, the fact is that it was pushed back right out the Cabinet door. Although, we know that is far from the end for Portico.
Still, it's a temporary victory over an odious agreement. We asked Barrow about it - but he still spun the blame back to Briceno:

You have to bind the Prime Minister with that. Who went on record to say that it is binding. He read that definitive agreement. And even if when he said he didn't..."

If you're going to tell me that before he presented that paper to Cabinet he didn't read it, then I guess that is more proof that he needs to resign and let us, let us have a vote of condense in the house and let us find a new government. As Dickie Bradley said. Because if he's not reading, the proposed legislations before he brings them to Cabinet, then he's more of a fool than we all thought."
