And while Shyne Barrow is making not so thinly veiled threats - the Government of Belize is working on renegotiating the Portico Definitive Agreement.

This is a change of course though - because on May 17th, Minister of State for Finance Chris Coye took the Agreement, and proposed legislation to Cabinet for approval.

It's a decision whose motives are still not widely understood, because the Cabinet paper said the legislation would be subject to the advice of the attorney general.

She has refused to comment on any legal advice she may have given the government on this - but reliable reports tell us that - before the agreement went to Cabinet in its original form - her office did reach out to a Senior legal advisor in Trinidad for an opinion on whether it is binding. Reports tell us that a verbal opinion concluded that it was not. Still, the agreement went to Cabinet after that where it was introduced as binding and then rejected.
