And so did they send it to the Minister of State for Investment and Chair of the Cabinet Subcommittee Tracey Panton after not sending ti to Peyrefitte?

We asked her via Zoom today:

"Whether or not an email was sent and I can't remember all the finer details. I know they sent a draft memorandum of understanding which we negotiated. They were in the process of putting together their documents for the EIA exercise which we got. I do believe that they sent a draft proposed definitive agreement, but there was no way that the ministry or Beltraide or myself or the cabinet sub-committee on investments would have entertained such a draft, because the project was not there as yet, so I can tell you that the process is normally that the documents go to Beltraide, they do initial vetting, then the documents are send to the investment unit of the Ministry of Economic Development for analysis and for consultation with the attorney general's ministry to ensure what is legally doable and not legally doable. Those reports then come to me and then If I believe that the reports are thorough enough, I would table those reports to the cabinet sub-committee on investments for consideration and discussion and then the final step is for recommendation to go to cabinet via a cabinet confidential memorandum whether or not this agreement has the support of the committee."

"I can tell you that none of those steps were taken. In fact, they haven't even met the conditions of the MOU and the definitive agreement is really the last step in the process, except if legislations need to be passed and so this project was far away from any consideration of a definitive agreement as far as I am concern and I certainly did not take it to the cabinet sub-committee and I certainly did not write a cabinet paper to cabinet asking for approval for that agreement."
