And, coming back to Belize - another thing that remains outstanding is the promised Portico legislation - designed to replace the Definitive Agreement.
7News has obtained a draft copy of what is called the "BELIZE CRUISE SHIP DOCKING FACILITY AND TOURISM VILLAGE DEVELOPMENT BILL". The draft sets a 250 million dollar investment threshold on cruise investments that will get special protection and fiscal incentives. We stress this is only a leaked draft and that figure may change.
The Prime Minister would only speak very generally about the proposed new legislation today:
