And while non-filing is an offence - it's not like the police can just go out there and make arrests. Today the Commissioner said his department would first have to get a directive from the DPP:

"That process goes through the chair of the Integrity Commission and the chair would normally put together the files and it goes to the DPP where a determination is made and whatever determination the DPP makes or directives that then come to the police for action, so we cannot act without the instructions coming from the DPP and the DPP cannot act without the information coming from the chair of the commission."

"At least in your term this hasn't happened before right?"

"No. I know there were attempts before but it didn't go anywhere."
