And tuning back now to Tuesday's interview with the embattled mayor of Belmopan, she told us that she had blocked the Ministry of Local Government form sending over a financial controller.
While that would seem to give another layer of oversight, she said there's nothing to oversee! We challenged her on that:

"And they wanted to bring a financial controller here, into this council. Did it happen? Hell no! Because, I mean we inherited nothing why would we need a financial controller?"

"So but the central government supposedly in the interest of good fiscal management did wish to install a financial controller here."

"With no reason."

"Well I can't trust you to say no reason."
Sheran Palacio, Mayor of Belmopan
"With no reason."

"Everybody says no reason even the most corrupt and bankrupt administration. Not saying you are that but everybody says no oversight should come on me that sounds hearty and presumptuous."

"But were they successful that's the thing."

"But you won't have external audit and I can't say that you are running it all above board you should be open to external oversight."
Sheran Palacio, Mayor of Belmopan
"Definitely we will be the first to have a complete audit and when that is finished, even that will be left behind."
The Mayor's finance team told us that the council's audited financials were completed this week.
