And while that is Peyrefitte's theory, one PUP minister doesn't see it like that at all. Today Rodwell Ferguson said Courtenay is leaving just as planned:

"Well, you might look at us and say your getting a very big pay as a minister of government Mr Courtenay is a learned attorney and he can make maybe ten times what he is making with government but at the same time he wants to contribute it to the economy and so he asked the prime minister okay I will give you three years but after three years I will go back to my public practice and I will still maintain as a Senator and still make sure I can help you negotiate with the Belize Guatemala issue."
