But, as we told you, the moves he did make ruffled a lot of feathers at the top of his command structure.

So much so that there are even talks of reported legal action to block those postings.

The commissioners said disgruntlement is an inevitability:

Chester Williams, Commissioner of Police

"There is always going to be discontent when it is time for promotion. DON'T CARE what you do. You will never be able to please or to satisfy everybody. But as a leader, as a manager, we must make unpopular decisions for the greater good of the organization we serve. I believe that Ms. Bodden is well fit and qualified to be commander administration. She holds a master's degree in public sector management, and she is the only one in the department at that qualification."

Jules Vasquez
"There's strong talk that some of these officers who are disgruntled are dissatisfied with this promotion, may take out an injunction, may seek to go to court. What's your response to that?"

Chester Williams, Commissioner of Police
"There is no promotion yet. It's just a matter of putting people to occupy certain vacancies. If you have a vacancy at a place for a news anchor, I don't think you're gonna take the cameramen who is not qualified to be a news anchor to do that job. First and foremost, Codie noh look like Indira, she's better looking, and so he wouldn't be able to fit that job description."

"Senior officers must understand that the major criteria for promotion, as outlined in the public service regulations, as well as in our own policy manual, is that of the person's educational qualification. That is a major criteria followed by the person's work ethics, the person's appraisals. And seniority is the least at the bottom of the scale. If we were to look at promotion based on seniority, I would not be the commissioner today. Many of the senior officers will want to challenge whatever promotion they believe will happen that would not be where they are currently as well, because at some point in time they drop persons as well to get where they are."

Jules Vasquez
"However, if there is another lawsuit initiated, it would mean the entire senior command is involved in lawsuits against each other. It's not a good look, Commissioner."

Chester Williams, Commissioner of Police
"Jules, we have to respect and understand the rights of people. The law the Constitution do provides that if we believe that our rights has been, is being, or is about to be violated, that you can approach a court for redress."

"Sometimes it is good to do things and see what the court is going to say about certain things."

Jules Vasquez
"But, it looks like a dysfunctional leadership. If everybody is doing everybody else, you can't get anything done like that, sir."

Chester Williams, Commissioner of Police
"Who seh you can't get nothing done? We are a disciplined organization. When instructions are given for things to be done, they must get it done. And if they fail to do it, then they put themselves in a position where they can be disciplined. So it's not dysfunctional at al, at all, at all."

"Yes, there's room for improvement. Certainly improvement, certainly. But I do not see a dysfunctional administration."
