And while Bennett has training in policy and planning - he surely does not know more about policing than Chester Williams, the former Compol who is currently the CEO of the Transport Department.
His name was also in the mix for CEO - as logically it would be - but Bennett eventually got the final nod. We asked him, why not Chester?:

"When when dealing with the Ministry of Home Affairs, he chose the person who is not the most qualified in the country. How would you respond to that?"

"Well, I disagree with you that I'm not the most qualified, the most qualified person would be the person that the Prime Minister selects based on what criteria he has put in place for the job specification of this specific assignment. And again, going back to the previous discussion, the job of the CEO is certainly not in the operational realm of the police department itself."
"So this is a different function of policing itself. This is leadership and management at the policy level."
