But the government controlled. Sugar Industry Control Board sees it differently. They concede to the market forces driving the illicit trade, but question ASR/BSI's motive in publicly pressing the panic button. They suggest that the company is trying to use public leverage against the government to get support for a price increase.

The Chairman of the Sugar Industry Control Board spoke to CTV-3 about it today:

BSI laments in its release that the last adjustment in prices for brown and white sugar was 23 years and 9 years respectively.

They add, quote, "If Cabinet fails to address the price disparity, then stronger border controls must be enacted immediately, or we believe the sugar challenge will only worsen over time."
