And while it is on a voluntary basis, the government and the BSI management hope that the measured implementation of the core sampler can create industry wide efficiencies:

"If they can manage to sell or to receive cane based on quality then there will have to be a reward in terms of an increase on payment. For now we have had extensive discussions with all stakeholders and one of the main concerns they had in the past was the time that it took to provide the results of the testing back. And that also lasts a level of trust and nonetheless with the present technology that they have is instant. And so an app has also been developed whereby the information can be disseminated to the associations in general so they will be able to access the data in real time. So it won't take that 15 minutes period or more that it used to take in the past but for now what they are doing is gathering all the data so that they can have that data bank and to understand how it works. So there is a period of getting that knowledge and understanding on how the system works and to modify it if there is any concerns."
