And while BTL is talking about lowering prices, the PUC is preparing a statutory instrument which seems to be making the way for a return to a monopoly. Chebat explained:

"The PUC is preparing an SI which will be sent to the attorney general before it comes to cabinet and that is to ensure that things for example like there is a transitional period during that period rates will not be raised bundles will not be changed, subscribers will not be allowed to be moved from one rate to another unless they specifically require it and things like that."

Reporter-
"A transitional period means something changes, what is the change that is anticipated?"

"Well it is anticipated as you may have heard in the media that there is a proposal to consolidate the 2 telephone companies yes."

Reporter-
"Yes but making an SI for it sounds like government has a made a decision to..."

"No not at all, as the regulator I think the PUC has to prepare for every eventually and I think it is out there it is in the public that this is being discussed."

Jal-
"And do you support a telecoms monopoly?"

"I don't know that there is a monopoly as far as I know there are about 23 other broadband providers in this country so I don't know that there is a monopoly."
