But while the ComPol's optimism is admirable, the residents may not feel the same way. And we're not just talking about this village, but all those across the country who have either witnessed or been victims to police abuse. It is widely perceived that the police's methods lean towards aggression first and asking questions later. But the commissioner disagrees with this, and is still hopeful that community policing can be achieved.

Jules Vasquez "This ultimately demonstrates that community policing as a model has failed completely because when you all continue to militarize the patrols, you all are saying we will suppress and control by force and that clearly is not working. Look at the 3 civilian deaths in the past 3 months sir."

Chester Williams - Commissioner of Police "Again Jules, there's certain areas of the country where we must have joint Police BDF patrol. Santa Familia, the reason we had BDF here was due to the fact that areas of the country where we must have joint police BDF patrol. Santa Familia is due to the fact we had bandits moving around the Cayo district and you would know that the police do not have the firepower to be able to contend with these bandits. We also have the patrols that deals with plane landings, that is again composite with police and BDF and we don't have the firepower to go up against the cartels, the BDF do, so there is certain aspect of police work that we will have to have BDF with us simply to provide support for us while we do our duties."
Jules Vasquez "However they weren't doing any of that in front of branch mouth stop and shop, so I'm saying that obviously the application needs a lot to be desired and this is why civilians are being killed. It's not the BDF killing them but I'm saying it's the mentality of the police that suppression first, knock them down, mash them."

"That's not the mentality of the police Jules. We have come a long way in terms of reforming how we deal with people but again, you know when we're dealing with human beings, each and every person have their own characteristics, each and everyone of us make our own decision, even though at times we're trained to do certain things in a certain way, there will always be those go on a frolic of their own. I am sure that growing up as a child, your parents use to tell you not to do things and you still do it, it's human nature and so there is never going to be a day where we can say we have a perfect police department, we're always going to have those bad apples, we're always going to have those who are going to do things contrary to regulations and when that happens, then it's our duty to ensure that we respond to deal it it adequately to be able to ensure we provide some deterrence for those who wish to do it again."
